The problem with that kind of thinking (disclaimer: not a Scatterhomie) is that it will translate to a small, productive, actually-contributing section of the population that keeps Scatterhome running, with a far larger disinterested and non-contributing populace that also reaps the benefits of the productive people's hard work. It will burn those people out, and that's not something we, as a game, should want to happen.

The small productive portion have to figuire out how to skim off the top and the larger disinterested and non contributing populace have to turn a blind eye to it or step up so they can get on the gravy train. Hopefully the small productive portion will learn how to pull the ladder up by then.

That is a description of most organizations in any game and in real life. It is called the 80/20 rule. 80% of the work is done by 20% of the group.
